Below we provide you with a series of requirements that must be taken into account for the proper functioning of the internal alert channel.
The ROLE of ADMINISTRATOR or PERSON ADMINISTRATING THE SERVICE is the one who can (must) configure the tool. Initially, it is only the person communicated as the technical manager in the service registration request form (AOC).
Recommendation of the XGOC
There must be two people with this ROLE (one member of the entity and one member of the Regional Council – IT technical profile). The first will be able to register all the necessary ones.
For the internal alert channel to function properly, the following requirements must be taken into account:
- CONFIGURATION:
- MANAGEMENT OF USERS AND ROLES
- QUESTIONNAIRE CONFIGURATION
- CONTEXT CONFIGURATION
- CHANNEL ENABLING
- PUBLICATION OF THE SIA INFORMATION PAGE
User and role management
Before you begin, you will need your password as the initial administrator (you determine it when you complete the registration process for the person indicated on the registration request form) and know the people who need to be added additionally, both new administrators and new recipients (designated as the body responsible for the system). You will need to know the email address and public name (visible to the person alerting).
- Administrators have accessed the activation email and set their password.
- Administrators have saved their recovery key.
More information in the FAQ What are the first steps once you receive the invitation from your environment? - The recipients have been created.
More information in the FAQ How do I create a recipient person? - The activation link/email has been sent to the recipients.
- The recipients have accessed the activation email and set their password.
- The recipients have saved their recovery key.
- The recipients are active because they have already accessed the management environment.
Configure the questionnaire and context
- The entity has the standard questionnaire prepared by the members of the Open Governments Network of Catalonia. You have available questionnaire models that AOC, in collaboration with the XGOC, provides you with to be cloned in the Administration Questionnaires section of the alert channel.
- The entity has a specific questionnaire.
More information in the FAQ Create a first questionnaire
XGOC Recommendation
If you have more than one entity, and it has more than 50 employees, you will have to create a new context for each entity.
More information in the FAQ Create a first context.
Enable channel
- The expiration date feature for the active context(s) has been disabled.
- Value 0 has been indicated. WARNING: not carrying out the review could imply the automatic deletion of overdue cases. By default, the AOC service is configured to 0 but if a new context is created, it may not be configured that way.
- The “allow submissions” configuration option has been activated. The administrator has verified all items in the previous sections.
REMEMBER!
✓ The internal alert channel is a separate channel from the general ones of the city council.
✓ It is a solution from AOC and is a cloud service, with remote access, accessible through personalized passwords with double authentication.
✓ The recipients will be the ones who will have (sole and exclusive) access to the alerts and subsequent management.
✓ Administrators will be the ones who will have (sole and exclusive) access to the service configuration.
This cloud will allow:
✓ Establish a secure two-way communication channel with the whistleblower who will be able to maintain their anonymity throughout the process.
✓ Decrypt and view incoming documents.
✓ Store the documentation, during the preliminary analysis process, in a temporary and secure manner.
